About iCAB

Iran Confederation of Accredited Bodies (iCAB)

A Participatory Governance Model within Iran’s National Quality Infrastructure

The Iran Confederation of Accredited Bodies (iCAB) operates as an independent, specialized, and participatory platform dedicated to strengthening Iran’s conformity assessment ecosystem. Positioned within the architecture of the National Quality Infrastructure (NQI), iCAB integrates technical expertise, institutional collaboration, and strategic foresight to enhance competence, transparency, and sustainable quality governance.

To operationalize its mission, iCAB has established four strategic pillars that collectively form a cohesive governance framework.

1. Charter of Cooperation within the National Accreditation System

The Charter represents a nationally endorsed strategic framework developed in collaboration with professional associations, governmental authorities, and key stakeholders across the quality value chain. Grounded in principles of impartiality, transparency, professional competence, institutional accountability, and synergy, the Charter functions as a coordination mechanism for strengthening alignment within the national accreditation and conformity assessment system.

As a signatory and operational facilitator, iCAB actively advances the Charter’s implementation nationwide, fostering structured collaboration and policy coherence.

2. Iran Quality Observatory (IQO)

The Iran Quality Observatory (IQO) serves as the analytical and monitoring arm of iCAB. It systematically assesses trends in quality, safety, and compliance, issuing thematic reports, technical alerts, and policy-oriented recommendations.

IQO supports informed decision-making by policymakers, regulators, industry stakeholders, and the public, thereby reinforcing transparency and safeguarding public interest. By leveraging the expertise of accredited laboratories, inspection bodies, assessors, and professional associations, IQO is positioned to become a national reference point for independent quality intelligence.

3. iCAB Academy – Capacity Development Platform

The iCAB Academy provides structured professional development across the conformity assessment spectrum, including testing, inspection, auditing, calibration, certification, and quality management systems.

Through specialized courses, technical workshops, expert forums, and international cooperation initiatives, the Academy strengthens human capital and institutional competence within the national conformity assessment community, contributing directly to the robustness of Iran’s NQI.

4. Provincial and Sectoral Member Associations

At the operational core of iCAB lies a decentralized network of provincial and sector-specific associations representing accredited conformity assessment bodies in testing, calibration, inspection, certification, metrology, and related disciplines.

These associations serve as structured interfaces between professional stakeholders and governance mechanisms, ensuring technical representation, issue identification, and coordinated engagement with regulatory and policymaking institutions.

Strategic Impact

Through its multi-layered structure—integrating policy alignment, analytical oversight, professional capacity-building, and institutional networking—iCAB advances a modern participatory governance model for conformity assessment.

This framework:

  • Elevates the professional standing of accredited bodies;

  • Enhances technical competence and workforce development;

  • Facilitates market access and regional competitiveness;

  • Strengthens public trust in quality and compliance systems;

  • Contributes strategically to the advancement of Iran’s National Quality Infrastructure.

iCAB stands as a collaborative and forward-looking institution committed to aligning national expertise with international best practices in accreditation and conformity assessment governance.
